Uplifting Digital Capability
Project Overview
Commencement Date: May 2025
Completion Date: November 2026
In response to an urgent and growing need for digital capability skills across the Australian economy this activity will design units of competency (UoCs) that define essential digital skills and include collaboration with delivery partners to develop training resources.
This digital capability activity is inclusive of three components:
Digital capability
Generalist artificial intelligence
Generalist cyber security
This activity will develop training products based on DigComp 2.2 using the new Application of Skills and Knowledge (ASK) UoC template following the Training Package Organisation Framework (TPOF) (1 July 2025) requirements. The final accredited products, focusing on generalist skills, will be within the BSB Training Package for cross-industry use.
In parallel to this training package development project FSO will test methods to speed up skill development through the Training Product Trial (TPT) approach. For more information on TPT, click here.

Background Information
There is an urgent and growing need for digital capability skills across the Australian economy. The demand for a digitally capable workforce is being driven by rapid technological advancements, the integration of digital tools across industries, and the need for businesses to remain competitive in a global market.
The pain points:
Despite these demands, the training system has been slow to adapt.
There is no clear standard for digital competency across the Finance, Technology and Business (FTB) sectors or the broader economy.
National training packages lack coherence and consistency in addressing digital capability skills needs.
Training products have been developed for specific industry contexts, leading to duplication of digital capability products across training packages.
Consultation and Feedback
The Future Skills Organisation (FSO) will develop a Consultation Strategy as part of the Project Plan. This strategy will involve various consultation methods.
The TPOF details the requirements for the process of development and endorsement including the establishment of a Technical Committee. The composition of the Technical Committee is detailed in the TPOF and must be followed to ensure representation is consistent across all training product projects.

The Expression of Interest will open at 8.00 am Monday 12 May 2025 and close at 5.00 pm Friday 6 June 2025.

Commencing: December 2025
During this stage, all feedback received during Draft 1 consultation process is reviewed by the Technical Committee and responses are provided.
Essential feedback identified by the Technical Committee is incorporated into the training package products and a further round of consultations is undertaken.

Commencing: February 2026
If significant changes have been made to the Draft 2 Training Package Products as a result of initial consultations, FSO will undertake further consultations with stakeholders to ensure the final product reflects broad stakeholder consensus.

Commencing: April 2026
State and Territory Senior Responsible officers review, provide feedback and endorse the training package products.

Commencing: June 2026
At the finalisation stage, final checks are conducted, and the outcomes of the project are submitted to the Assurance Body and Department for consideration.

Final Training Package Products will be made available in this section in due course.

Commencing: September 2026
Skills Ministers' review the Training Package Products and provide endorsement.

Training Package Products are uploaded to the national training system.
