Public and Government Consultation update

We are postponing consultation on this project while we revise draft units of competency to align with the new DigComp 3.0 framework and make considerations regarding the National AI Plan. Consultation will now commence 9 February 2026. See details in the Consultation tab. 

Overview

In response to the urgent and growing demand for digital capability skills across the Australian economy, this project aims to develop a suite of training products that define essential digital skills for today’s workforce and includes collaboration with delivery partners to develop training resources. 

We’re developing new Units of Competency in three key areas: 

  • Digital Capability 
  • Generalist Artificial Intelligence 
  • Generalist Cyber Security 

This project aims to develop training products based on the internationally recognised DigComp 3.0 framework, using the new Unit of Competency – Application of Skills and Knowledge (ASK) template following the Training Package Organising Framework (TPOF) (1 July 2025) requirements. The final accredited training products will sit within the BSB Training Package for cross-industry use. 

In parallel to this training package development project, FSO will test methods to speed up skill development through the Training Product Trial approach. Learn more about the Digital Capability Training Product Trial.

Background Information

There is an urgent and growing need for digital capability skills across the Australian economy. The demand for a digitally capable workforce is being driven by rapid technological advancements, the integration of digital tools across industries, and the need for businesses to remain competitive in a global market. 

The pain points: 

  • Despite these demands, the training system has been slow to adapt. 
  • There is no clear standard for digital competency across the Finance, Technology and Business (FTB) sectors or the broader economy.  
  • National training packages lack coherence and consistency in addressing digital capability skills needs. 
  • Training products have been developed for specific industry contexts, leading to duplication of digital capability products across training packages.

During this stage, all feedback received during the initial public and government consultation process is reviewed by the Technical Committee and responses are provided. 

Essential feedback identified by the Technical Committee is incorporated into the training package products and a further round of consultations may be undertaken.

Public and Government Consultation update

Uplift Digital Capability Consultation Update

DigComp is a global framework defining digital capability competencies, recognised by the Department of Employment and Workplace Relations (DEWR) as one of the preferred frameworks for digital skills in Australia. 

The release of DigComp 3.0 provides an opportunity to strengthen the draft units by incorporating updated guidance related to AI, cybersecurity, digital rights and wellbeing, and making judgement on misinformation. 

The National AI Plan, released on 2 December, also provides important context that will inform the revision of these units and Australia’s approach to AI and digital skilling.  

The revisions will have minimal impact on the overall project timeline, while ensuring the final training products are contemporary, high quality, and globally benchmarked.

Draft training products will be made available for Public and Government Consultation in February 2026. 

Feedback Workshops

We invite you to attend an interactive 60-minute online sessions during the consultation period. Workshops will cover: 

  • the development process completed to draft the digital capability UoCs 
  • how the ASK template has been used for this project 
  • the intended use of these units and how the units can be contextualised for different sectors 

The workshop will also provide an opportunity to give high level feedback and outline how to submit detailed feedback to shape the final training products.
