Overview
This Training Product Development (TPD) project will update all Telecommunications Technology training products, including six qualifications, 32 skill sets and related units of competency, within the Information and Communications Technology (ICT) Training Package. These updates will reflect current industry practices, standards, technology and regulations.

Background Information
The Australian labour market is experiencing a high demand for skilled telecommunication workers, with all entry-level telecommunication occupations currently on the Jobs and Skills Australia (JSA) Skills Priority list.
At the same time, industry leaders have shared the need to update training to reflect advancements in technology and changes in safety, regulatory, and licensing requirements.
We will review and update all six telecommunications technology qualifications, 32 skill sets, and related units of competency to ensure training aligns with current standards and meets the needs of learners and industry.
The process to update the training products will adhere to the Training Package Organising Framework (TPOF) (1 July 2025).
Public and Government Consultation and Feedback
Future Skills Organisation (FSO) will develop a Consultation Strategy as part of the Project Plan for this work. This strategy will involve various consultation methods, including direct engagement through virtual workshops; online feedback forms; and the promotion of online content.
The TPOF details the requirements for the process of development and endorsement including the establishment of a Technical Committee. The composition of the Technical Committee is detailed in the TPOF and must be followed to ensure representation is consistent across all Training Product Development projects.

Initial Public and Government Consultation

During the initial Public and Government Consultations we will be inviting feedback on draft training products to address the urgent need for digital skills across the Australian workforce.

Incorporating Feedback
Commencing: May 2026
During this stage, all feedback received during initial Public and Government Consultation process is reviewed by the Technical Committee and responses are provided.
Essential feedback identified by the Technical Committee is incorporated into the training products and a further round of consultations is undertaken.
Public and Government Consultation round 2 (if required)
Commencing: July 2026
If significant changes have been made to the Draft 1 training products as a result of initial Public and Government Consultations, FSO will undertake further consultations with stakeholders to ensure the final product reflects broad stakeholder consensus.
During the Public and Government Consultation round 2 we will be inviting feedback on draft training products to address the urgent need for digital skills across the Australian workforce.

Senior Officer's Check
Commencing: September 2026
State and Territory Senior Responsible officers review, provide feedback, and endorse the training products.
Finalisation and Submission to the Assurance Body
Commencing: November 2026
At the finalisation stage, final checks are conducted, and the outcomes of the project are submitted to the Assurance Body and Department for Employment and Workplace Relations for consideration.
Final Training Package Products
Final training products will be made available in this section in due course
Skills Minister’s Endorsement
Commencing: January 2027
Skills Ministers’ review the Training Products and provide endorsement.
Upload to National Training Register
Commencing: February 2027
Training Products are uploaded to the national training system.

Draft training products will be made available in this section at the commencement of Public and Government Consultation.
Feedback Workshops
We invite you to attend an interactive online session during the Public and Government consultation period.
The workshop will also provide an opportunity to give high level feedback and outline how to submit detailed feedback to shape the final training products.
