Overview

In partnership with industry and training organisations, this project is updating six qualifications and 32 skill sets to reflect new technologies and safety standards, building industry-ready skills for the telecommunications workforce.

This project reviews and updates telecommunications technology qualifications to reflect industry practice, regulatory requirements, and technological advancements. It will strengthen workforce capability, improve graduate job‑readiness, and ensure training keeps pace with Australia’s fast‑evolving telecommunications industry. 

Telecommunications firms continue to face recruitment challenges, with a shortage of candidates who are job‑ready and able to contribute immediately. Current qualifications no longer reflect industry needs due to rapid changes in technology, safety, regulations, and licensing. 

This project will update all telecommunications technology training products – six qualifications, 32 skill sets, and related Units of Competency – within the ICT Training Package. Updates will align training with workforce practices, standards, and demand. 

Project scope includes: 

  • Review and modernise six telecommunications technology qualifications  
  • Update 32 skill sets and related units  
  • Align training products with industry practices, standards, and regulations. 

This project positions telecommunications qualifications to reflect new technologies, safety standards, and workforce demand. 

Impact

For learners: Gain updated qualifications that strengthen employability and job‑readiness in telecommunications, and gain skills aligned with industry standards and regulatory requirements. 

For training providers: Deliver relevant, high‑quality training that meets workforce demand, while maintaining compliance with strict regulatory and licensing standards. 

For industry: Access a pool of job‑ready graduates who can contribute immediately, with training aligned to real‑world needs and technological change. 

Background Information

Demand for skilled telecommunications workers remains high, with all entry‑level occupations currently on the Jobs and Skills Australia Occupation Shortage List. 

Industry leaders have highlighted the need to update training to reflect advancements in technology and changes in safety, regulatory, and licensing requirements. This project responds by reviewing and updating six qualifications, 32 skill sets, and related Units of Competency to ensure training aligns with current standards and meets workforce needs. 

The updating process will adhere to the Training Package Organising Framework (TPOF). 

Consultation & Feedback

A targeted consultation strategy is incorporated into each project plan, using a range of engagement methods to capture diverse perspectives. In line with the Training Package Organising Framework (TPOF), project development and endorsement processes include the establishment of a Technical Committee to ensure consistent representation across all training product projects.

During the initial Public and Government Consultations we will be inviting feedback on draft training products to address the urgent need for digital skills across the Australian workforce.

Commencing: October 2026

During this stage, all feedback received during initial Public and Government Consultation process is reviewed by the Technical Committee and responses are provided.

Essential feedback identified by the Technical Committee is incorporated into the training products and a further round of consultations is undertaken.

Commencing: January 2027

If significant changes have been made to the Draft 1 training products as a result of initial Public and Government Consultations, FSO will undertake further consultations with stakeholders to ensure the final product reflects broad stakeholder consensus. 

During the Public and Government Consultation round 2 we will be inviting feedback on draft training products to address the urgent need for digital skills across the Australian workforce.

Commencing: April 2027

State and Territory Senior Responsible officers review, provide feedback, and endorse the training products.

Commencing: July 2027

At the finalisation stage, final checks are conducted, and the outcomes of the project are submitted to the Assurance Body and Department for Employment and Workplace Relations for consideration.

Final training products will be made available in the consultation section in due course

Skills Ministers’ review the Training Products and provide endorsement.

Feedback Workshops

We invite you to attend an interactive online session during the Public and Government consultation period.

The workshop will also provide an opportunity to give high level feedback and outline how to submit detailed feedback to shape the final training products.
