The challenge
TAFE Queensland wanted to embed AI capability across its workforce. But with a large team and complex workflows — and more than 400 courses and 144,000 students across more than 60 locations — the risk of operational disruption was significant.
TAFE Queensland needed to find a low-friction entry point that could demonstrate value quickly, build confidence, and pave the way for broader adoption across the organisation in a way that would keep learners at the centre.
About the project
A solution was needed that would start small, adopt the right strategy, then be able to be scaled sustainably.
TAFE Queensland assembled a group of staff and partnered with Microsoft to scale AI capability using Copilot. Microsoft provided licenses and training, while TAFE Queensland, its ‘internal champions’ group and IT team contextualised learning for the organisation’s unique needs.
The pilot focused on high-impact and low-risk workflows such as RPL mapping, quiz migration, and document synthesis, then scaled through:
- Peer-led enablement
- Monthly PD sessions and ‘show & tell’ forums
- Statements of work for priority use cases
- +25 Copilot licences, with efforts to extend benefits to non-licensed staff where possible
- A centralised team site for training resources and guides.

The impact
RPL mapping at scale: 248 RPL kits drafted and mapped to training packages in just 8 days, freeing up over 240 person-days for higher-value work. The team is now clearing backlogs and delivering core products faster.
Assessment authoring and migration: Converting assessment question banks now takes minutes, not hours — saving time on setup and manual rework.
From learner guide to teaching deck: PowerPoint decks created in minutes, cutting blank-page time and external costs so educators can focus on quality and context.
Document review: ~30% less time spent reviewing long reports and executive updates, helping teams work faster and stay focused on priorities.
Meeting productivity: Staff now spend less time chasing notes and actions, with recaps and task tracking built into everyday workflows.

Lessons learned
Scale is important: Start small to build confidence and momentum.
Context matters: Tailor training to fit workflows and culture.
Internal ownership: While industry support is a catalyst, transformation depends on staff-led adoption.
Human review needed: ‘Human-in-the-loop’ quality assurance is essential for trust and compliance.
Challenges faced
Some tasks need more time: Some tasks such as compliance mapping and LMS integration remain as they were.
Scaling needs investment: Scaling requires documentation, training and change management.

Next steps
TAFE Queensland will keep embedding AI into everyday work through regular stand-ups and easy-to-follow guides.
It plans to add document summarisation to product reviews to save time and help staff focus on higher-value tasks. The RPL pipeline will be finalised with clear targets, and the quiz-import process will be streamlined to cut rework and speed up delivery.
Educators will get branded templates and short training to quickly turn learner guides into presentations, and a simple dashboard will track time saved and faster delivery.
