Project Overview
This project aims to modernise the Information and Communications Technology (ICT) Training Package (TP), used by around 1,500 RTOs across Australia, to meet urgent industry demand for specialist technology skills.
Working in partnership with training providers and industry, this project will deliver a new suite of qualifications, units of competency (UoCs) and Skill Sets that clearly separate generalist digital skills from specialist ICT streams. These will provide clear pathways into technology careers, address critical skills gaps, and support flexible and stackable training delivery.
Outcomes:
- New and updated ICT qualifications aligned to emerging areas including artificial intelligence and cyber security.
- UoCs and Skill Sets that are responsive to industry needs, support job-ready graduates, and enable employers to accelerate project delivery and innovation.
- Training products designed with flexibility and contextualisation in mind, to support delivery across diverse learning environments and cohorts.

Background Information
Australia could need over 1 million technology professionals by 2030 – an additional 250,000 workers.
This demand is being driven by rapid growth. Australia’s tech industry grew 10% from 2021 to 2024, fuelled by AI, cyber security, cloud computing and digital transformation.
With demand for digital workers also growing across other sectors, our Workforce Plan 2025: Pathways to Impact projects a potential shortfall of 130,000 tech sector workers by 2030 if current trends continue.
Our ICT Needs and Gaps Analysis found that current training products no longer meet industry needs, lacking both clear entry-level pathways and a balance between generalist and specialist skills.
The ICT Training Package project responds directly to these issues. The package will distinguish between generalist digital skills and specialist ICT streams, while embedding pathways for learners into areas such as AI and cyber.
This work also aligns with the national Qualifications Reform, which is shifting from unit-driven training to a qualification-first model, and with the broader tertiary harmonisation agenda designed to improve connections between VET and higher education.
Impact
On completion, refreshed ICT Training Package will:
- Provide nationally accredited, industry-valued qualifications that expand the pool of ICT specialists.
- Equip learners with the specialist skills most in demand, while offering flexible, modular pathways for upskilling and reskilling.
- Enable RTOs to deliver consistent, high-quality training aligned to industry and employer needs.
- Support employers to accelerate project delivery and foster innovation by accessing job-ready graduates.
Consultation & Feedback
We will develop a consultation strategy as part of the project plan. This strategy will involve various consultation methods.
The Training Package Organisation Framework (TPOF) details the requirements for the development and endorsement of this project, including the establishment of a Technical Committee.
The composition of the Technical Committee is detailed in the TPOF and must be followed to ensure representation is consistent across all training product projects.

If significant changes have been made to the Draft 1 Training Products as a result of initial consultations, FSO will undertake further consultations with stakeholders to ensure the final product reflects broad stakeholder consensus.
