Overview
By 2027, large and medium Australian companies must report climate risks. This project will develop new training products to build workforce readiness and ensure compliance with evolving sustainable finance legislation.
This project is developing new Units of Competency to form skill sets and electives within existing qualifications in the Financial Services Training Package. It strengthens finance training by equipping the workforce for mandatory climate‑related disclosures.
Project scope includes:
- Development of 15 new units, providing the knowledge and skills businesses need to comply with sustainable finance reporting legislation.
The units will form three skill sets and the following qualifications will be updated to include the new units as electives:
- FNS402XX Certificate IV in Accounting and Bookkeeping
- FNS502XX Diploma of Accounting
- FNS602XX Advanced Diploma of Accounting
- BSB509XX Diploma of Quality Auditing

Background information
By 2027, about 23,000 large and medium Australian businesses must publish annual sustainability reports with mandatory climate‑related financial disclosures.
These new reporting requirements, phased in from 1 January 2025, affect finance roles, demanding new knowledge and skills to ensure compliance.
This creates a clear need for sustainable finance disclosure training within the national vocational system
Stronger climate disclosures help regulators assess and manage systemic financial risks linked to climate change, while also supporting broader mitigation efforts.

During this stage, all feedback received during the initial public and government consultation process is reviewed by the Technical Committee and responses are provided.
Essential feedback identified by the Technical Committee is incorporated into the Training Package Products and a further round of consultation may be undertaken.
Public and Government Consultation Round 2 (if required)

If significant changes have been made to the initial Training Package Products as a result of initial Public and Government consultation, FSO will undertake further consultations with stakeholders to ensure the final Training Package Products reflect broad stakeholder consensus.
Senior Officials Check
Commencing November 2026
State and Territory Senior Responsible Officers review, provide feedback, and endorse the training package products.

Final Training Package Products will be made available in this section in due course.
Finalisation and Submission to the Assurance Body
Commencing January 2027
At the finalisation stage, final checks are conducted, and the outcomes of the project are submitted to the Assurance Body and Department for consideration.

Skills Ministers' Endorsement
Commencing February 2027
Skills Ministers’ review the training products and provide endorsement.
