Overview
Mortgage brokers now arrange most home loans. This project is updating qualifications to reflect industry practice and regulation, strengthening workforce capability and aligning training with sector needs to improve learner outcomes.
This project will modernise the Certificate IV in Finance and Mortgage Broking and the Diploma of Finance and Mortgage Broking Management, along with related skill sets and Units of Competency in the FNS Training Package. These updates will expand the pool of job-ready candidates equipped with the skills and capabilities demanded by lenders, brokers and clients.
Project scope includes:
- Update FNS40821 Certificate IV in Finance and Mortgage Broking
- Update FNS50322 Diploma of Finance and Mortgage Broking Management
- Review and refine related skill sets and units
- Align training with industry practice, regulation, and emerging areas such as AI‑driven advice, commercial lending, and green finance.
This project positions mortgage-broking qualifications to reflect industry practice, strengthen capability, and meet sector needs.

Background information
The demand for mortgage brokers in Australia is surging, with brokers facilitating 75% of all new residential loans in 2024, up from 57% in 2017.
At the same time, the industry landscape is evolving rapidly: compliance requirements are tightening, clients are requesting increasingly personalised advice, AI adoption is accelerating, and new opportunities are emerging in areas such as commercial lending and green finance.
Although 85% of mortgage brokers hold qualifications equal to or above diploma level, existing qualifications no longer reflect current industry practices. This has led to some employers developing their own training programs and internships, increasing their costs.
This project addresses training gaps by updating qualifications and skill sets to ensure national training remains relevant and effective.

Essential feedback identified by the Technical Committee is incorporated into the Training Package Products and a further round of consultation may be undertaken.

If significant changes have been made to the draft Training Package Products as a result of initial consultations, FSO will undertake further consultation with stakeholders to ensure the final product reflects broad stakeholder consensus.
