FNS Training Product Update: Diploma and Cert IV in Finance and Mortgage Broking

Project Overview
This project will review and update the Certificate IV and Diploma of Finance and Mortgage Broking to better align with industry and learner needs.
To ensure training remains responsive to industry needs and aligned with employment pathways, the Financial Services (FNS) Training Package must reflect current practice in the finance and mortgage broking sector.
Our Workforce Plan 2025 consultations revealed that the Certificate IV and Diploma of Finance and Mortgage Broking are outdated and misaligned with industry requirements.
To better understand these challenges, an internal review of the Diploma of Finance and Mortgage Broking and Certificate IV in Finance and Mortgage Broking will be conducted. This review will assess the current state of the qualifications, the consultation information to hand and provide targeted recommendations to define the scope of updates, ensuring alignment with industry needs, workforce capability, and employer expectations.
Building on the outcomes of this review, the project will update two qualifications, along with related skill sets and units of competency (UoC) within the FNS Training Package to ensure they are current, relevant, and aligned with industry expectations.
Background Information
Our Workforce Plan 2025 consultations revealed that the Certificate IV and Diploma of Finance and Mortgage Broking are outdated and no longer aligned with current industry practices.
As a result, some employers have begun developing their own training programs and internships outside the vocational education and training (VET) system, highlighting a significant gap in the national training framework.
This trend underscores the urgent need for the VET system to adapt and better meet industry needs. Updating these training products will ensure the qualifications remain relevant, current, and meet employer expectations, ultimately enhancing graduate employability and supporting growth and innovation within the finance and mortgage broking industry.
The process to update the training products will adhere to the Training Package Organising Framework (TPOF) (1 July 2025).
Consultation and Feedback
We will develop a consultation strategy as part of the project plan, using a variety of consultation methods.
The TPOF details the requirements for the process of development and endorsement, including the establishment of a Technical Committee. The composition of the Technical Committee is detailed in the TPOF and must be followed to ensure representation is consistent across all training product projects.
We will call for Expressions of Interest for the Technical Committee in November 2025.
