FSO Project
Earn While You Learn (EWYL)
Overview
The Project proposes to review and map a small number of existing qualifications and non-accredited courses to provide recommendations for updating and scaling them to ensure high-quality, sustainable and diverse pathways for learners and employers.
The project will provide recommendations:
on the alignment of existing qualifications that are being delivered as traineeships.
what changes to existing qualifications and delivery models could be made to trial and implement the findings.
other findings that can support an increased uptake of digital traineeships and other EWYL pathways.

Background Information
The Digital and Tech Skills Working Group (July 2023) provided advice to the Australian Government on the use, design and delivery of an 'earn while you learn' model for digital and tech skills. Report (DEWR 2023)
The main points:
Australia's digital and tech skills landscape is rapidly evolving.
Australia is experiencing a digital and tech skills shortage which will likely grow without he right mix of interventions.
Currently there is a range of government and industry led initiatives seeking to address the skills shortfall.
Delivering earn while you learn (EWYL) models at scale for digital and tech skills is an area of untapped potential.
Recommendation for Jobs and Skills Council:
Provide overall skills forecasting and planning for digital and tech roles with JSA support.
Map target jobs and associated skills across training packages and practices to support the design and delivery of the model in collaboration with industry peaks and employers.
Deliverables
The project has the following deliverables:
Review Report
Interim (Mapping) Report
Final report
Consultation and Feedback
Consultation is underway to inform our understanding of how digital qualifications and non-accredited training are currently being delivered as traineeships and EWYL models, and how current delivery aligns with the model developed by the Working Group.
An Earn While You Learn Technical Committee will support the Activity, review recommendations and validate understandings and interpretations.
