BSB Update: Safe and Respectful Workplaces

Overview
The project will update the BSB30719 Certificate III in Work Health and Safety to include a new UoC in Safe and Respectful Workplaces as an elective. Future Skills Organisation (FSO), supported by other JSCs, will design the Unit of Competency (UoC) for contextualisation across sectors to reduce duplication and drive consistent training outcomes. Cross-sector training and assessment resources will also be developed to support rapid and effective adoption.
Outputs include:
- A new UoC developed for Safe and Respectful Workplaces
- Updated BSB30719 Certificate III in Work Health and Safety to include the new UoC as an elective
- Cross-sector training and assessment resources to support rapid take-up of the new UoC.

Background Information
Recent legislative changes, including amendments to the Fair Work Act (March 2023) and updates to Work Health and Safety Regulations (April 2023), have increased employer obligations to prevent sexual harassment and manage psychosocial hazards.
Recent media reports and statutory enquiries have repeatedly uncovered issues of unsafe behaviour, bullying, sexual harassment, and racism across multiple industries. For example, the Western Australia Parliamentary Inquiry report, ‘Enough is Enough’, highlighted widespread sexual harassment in the fly-in fly-out (FIFO) mining sector. These findings have led to strong recommendations for changes in workplace culture and the implementation of targeted training to help create safer, more inclusive, and respectful workplaces.
Working collaboratively with other Jobs and Skills Councils, FSO has identified a gap in current nationally available workplace training. Insights from the FSO Workforce Plan and stakeholder consultation further emphasise the importance of addressing cultural and psychological safety to prepare workers for contemporary employment pathways.

Initial Public and Government Consultation Workshops
FSO invited stakeholders to attend interactive 60-minute online sessions during the consultation period. Workshops covered:
- the development process completed to draft the Safe and Respectful Workplaces Training Package Products
- how the ASK template has been used for this project
- the intended use of the unit and how it can be contextualised for different sectors
The workshop provided an opportunity to give high level feedback and outline how to submit detailed feedback to shape the final Training Package Products.
